Inderdaad, stille ramp, ..... Lastig om op dit moment een concreet overzicht te krijgen. De schattingen van meer dan 1200 mogelijke doden kunnen enorm stijgen. Het aantal gewonden moet daar een veelvoud van zijn en nu reeds wordt gesproken over zo'n 2,5 miljoen inwoners van enkele gebieden die afhankelijk zijn van aanvoer drinkwater en voedsel. Alleen dit soort getallen vraagt al om zeer veel ( logistieke ) hulp. En heel veel is nog niet bekend vrees ik.

Nederlandse hulp voor slachtoffers 'Haiyan'

Nederland stelt via het Rode Kruis en de Verenigde Naties € 2 miljoen beschikbaar om de slachtoffers van de tyfoon 'Haiyan' op de Filippijnen te helpen. Dit bedrag stelt minister Lilianne Ploumen voor Buitenlandse Handel en Ontwikkelingssamenwerking bovenop de € 50.000,- die eerder vandaag via het Nederlands Rode Kruis beschikbaar werd gesteld om de hulp direct op gang te brengen.

Verwachting is dat het nog enkele dagen duurt voordat de in het rampgebied aangekomen teams van de EU, de VN en het internationale Rode Kruis duidelijkheid hebben over de omvang van de schade en welke hulp het hardst nodig is. Minister Ploumen: 'Het is duidelijk dat er veel hulp nodig is. Het is van groot belang dat de slachtoffers zo snel mogelijk alle hulp en bijstand krijgen die ze nodig hebben.'

De zware tyfoon die de Filippijnen heeft getroffen heeft aan veel mensen het leven gekost en tot grote verwoestingen geleid. Honderdduizenden mensen zijn op de vlucht geslagen voor 'Haiyan' en zijn nu totaal afhankelijk van hulp.

"Dodental Filipijnen boven 10.000"
De autoriteiten op de Filipijnen denken dat het dodental van de orkaan Haiyan oploopt tot meer dan 10.000. Alleen al in de stad Tacloban zouden 10.000 van de 200.000 inwoners zijn omgekomen. Velen zouden ook zwaar gewond zijn.

De meeste slachtoffers zijn verdronken of onder ingestorte huizen terechtgekomen. Er zijn 300 tot 400 lichamen geborgen.

SITUATION UPDATE NO. 01 TYPHOON/ PHILIPPINES Friday, 8 November 2013 15:00      
1. Summary of Disaster Event  (Please state briefly the type(s) of hazard, the specific location(s), date, time and duration of impact, the factors or circumstances that triggered or brought about the disaster event, and the general extent of losses)  
As estimated, Typhoon HAIYAN (Yolanda) has made landfall in Eastern Visayas region in early morning, 8 November 2013. The wind sustained near the centre was around 250 km/h with gustiness up to 315 km/h. This is bigger than the last year’s Typhoon BOPHA. Due to the strength, Signal 1 – 4 has been raised for the Eastern Visayas, Central Visayas, Western Visayas, Bicol Region, Caraga and Northern Mindanao since impacts with various scales are expected to happen in those areas. Wind surge, flooding and landslides are expected to occur. Currently, HAIYAN is moving from Eastern to Western Visayas with the speed of 35 km/h. By 10 November, it will leave Philippines area and continue to move northward to Viet Nam.  
Visayas regions population is over 17 million people.  
Based on the 2012 ADINet report, Typhoon BOPHA that hit in December 2012 with wind gustiness up to 210 km/h, has caused moer than 1,000 death and injured 2,600 people. BOPHA has affected 6.2 million people in Region IV-B, VI, VII, VIII, IX, X, XI, XII and CARAGA. The cost of damage was 899 million USD.   (http://adinet.ahacentre.org/reports/view/185)  
2. Assessment of Disaster Impact  (Please assess and summarise the impact of the disaster event on human lives, housing and property and livelihoods, lifelines and public infrastructures, and the environment)  
The following figures are summarized from NDRRMC Report:  26,675 families or 125,604 people in were evacuated to 109 evacuation centers in 22 provinces, 13 cities of Region IV-B, V, VI, VII, VIII, X and CARAGA.  28 Flights from Manila to Tagbilaran, General Santos, Iloilo and Bacolod City have been cancelled.  Power interruption is experienced in municipalities in Leyte, Cebu and Marinduque

3. Assessment of Needs (Please assess the current and anticipated needs of the reporting Parties to respond to the disaster situation)  
Based on AHA Centre estimation, urgently needed items in the impacted area would be:  - Food and water - Family kit - Shelter

4. Actions Taken and Resources Mobilised (Please summarise the actions taken and resources mobilised by Parties concerned, including any request for or offer of humanitarian assistance)  
Government of Philippines: - NDRRMC applied RED ALERT and disseminated weather advisory - Dept. of Social Welfare and Development (DWSD) provided relief items in worth of 62,500 USD to the victims in Albay and Masbate.  - Local government, governmental agencies and institutions are taking preparations and measures toward the situation.  
  
AHA Centre: - Deployed 2 staff in Manila for coordination and assist emergency telecommunication access in Tacloban.  - Deployed and standby 2 ERAT members from Brunei Darussalam to assist damage assessment and emergency response.  
Government of Singapore: - 2 personnel from Singapore Civil Defence Force (SCDF) were mobilised by Asia Pacific Humanitarian Programme (APHP) under UNOCHA for ICT Support.    
5. Others (Please provide relevant information received from third party, i.e. other countries, international organisations, media, etc., that may be useful for the National Focal Points to know)  
- UNDAC is preparing three teams going to the affected areas and coordinate with the Government to conduct initial rapid assessment
