Artikel is in het Engels, maar het is wel een heel bijzonder oefencentrum. Voor geïnteresseerden is het zeker de moeite waard om het hele artikel te lezen. Het gaat om een oefencentrum dat 350 miljoen euro heeft gekost en faciliteiten biedt van brandbestrijding (virtueel en realistisch) tot aan search and rescue-incidenten. Het zal wel even wennen zijn aan de gemiddelde buitentemperatuur daar; met een dag waarop het 30 graden is lopen de Qatari in hun winterjas....

Prime Minister Inaugurates Premier Emergency College at Ras Laffan Industrial City, Qatar

13/11/2013 - Doha: The Prime Minister and Minister of Interior HE Sheikh Abdullah bin Nasser bin Khalifa Al Thani officially inaugurated Ras Laffan Emergency & Safety College (RLESC) at Ras Laffan Industrial City (RLIC) on Tuesday, November 12, 2013 morning.

The inaugural ceremony was attended by Their Excellencies, the Minister of Energy and Industry Dr. Mohammed bin Saleh Al-Sada, Minister of Education and Higher Education Mohammed Abdul Wahid Al-Hammadi, Minister of Transport Jassim Saif Al-Sulaiti and number of senior officials from Ministry of Interior, Qatar Petroleum and foreign guests and oil & gas industry leaders and safety professionals.

RLESC- a result of partnership and collaboration between Qatar Petroleum (QP) and the Ministry of Interior (MoI) spread over a total of 1,000,000 meter and equipped with modern class rooms, range of simulators and indoor and outdoor facilities.

The RLESC is aimed at becoming a leading training institute in safety and emergency and it has been designed to provide advance training for professionals in the field of gas, oil, petrochemical, civil defence, civil and military aviation and other related sectors in Qatar and in Middle East and North Africa and Asia.

HE Dr. Mohammed bin Saleh Al-Sada said “This College is part of the greater vision of the State, and a reflection of our commitment for initiatives that meet the ambition and vision of His Highness Sheikh Tamim Bin Hamad Al Thani, the Emir of the State of Qatar.”

Dr. Al-Sada said “RLESC is aimed at raising the level of local and regional capabilities in public safety and emergency management, which makes it one of the most important initiatives in this field”.

His Excellency added that the college will serve the industrial sector from its location in the world’s biggest natural gas liquefaction site adding that it will serve as an important tool in protection lives and properties and vital industrial facilities that are pillars of Qatar economy.

RLESC will initially offer training and courses in fire emergency and safety, industrial firefighting, search and rescue, hazardous materials, emergency medical services and civil defence and aviation while additional courses in health, safety and environment and public safety will further enrich its subject list at a later stage.

RLESC Manager Khalid Al-Ansari said, “RLESC is designed to be an advanced training facility, serving not only our constituents in Qatar, but the greater Middle East as well as Asia and North Africa region. The Collage is a testament of our resolve to become a hallmark of emergency safety training’’, adding that “the primary aim of RLESC is to train emergency and safety professionals in a variety of functional areas thereby empowering the workforce of the modern Qatar economy.”

The astonishing array of props at RLESC features some of the most advanced equipment at teaching facilities in this kind anywhere in the world. Industrial props have been procured specially for on-and off-shore oil and gas industry. While those for civil defence training features a high-rise building, a commercial building, a villa, a cinema, a shopping centre, a warehouse and forensic investigation structures. The props for search and rescue training boast a confined spaces as well as a ‘collapsed’ building.

Applicants can enroll in single training courses in specific field of study where the duration varies from three days 12 weeks.

The training partner and provider of Emergency Training at RLESC is Texas Engineering Extension Service (TEEX). TEEX is internationally acclaimed in the area of advanced practical emergency and safety training. Further, all of the RLESC Emergency Training courses are accredited by the National Board on Fire Service Professional Qualifications ‘ProBoard’, of the United States.

Currently, RLESC has begun a joint field-research in Liquefied Natural Gas (LNG), which is being supervised by Texas A&M University at Qatar by with support from British Petroleum.

Meanwhile, QP announced the signing of a memorandum of understanding with the University of New Haven, Connecticut, U.S. for offering diplomas and 4-year degree in the fire safety management and fire protection engineering. A study plan is expected to be signed in the second quarter of 2014 and the academic studies to start by September 2014.

University of New Haven (UNH) is a private institution that was founded in 1920; the university offers about 80 undergraduate majors and 30 master programmes. UNH is renowned for providing its students with highly recognized degrees in the fire science and emergency management.

A press conference was convened later attended by HE Dr. Mohammed bin Saleh Al-Sada, Minister of Energy, Director General of General Directorate of Civil Defence (GDCD) Staff Brig. Abdullah Mohammed Al-Suwaidi, head of managers’ committee at RLESC Abdul Azeez Jassim Al-Muftah, RLESC manager Khalid Al-Ansari, Jon Swain, head of emergency training.

At the beginning, HE the Minister of Energy said that the College is an important step in terms of the embodiment of Qatar Vision 2030, launched and patronized by His Highness Sheikh Tamim Bin Hamad Al Thani, Emir of Qatar, adding that it is one of several strategic initiatives in the field of education and training in Qatar.

He pointed that the College was established in partnership between QP and Ministry of Interior with direct support of His Excellency Sheikh Abdulla bin Nasser bin Khalifa Al Thani, Prime Minister and Minister of Interior and with cooperation of Texas Engineering Extension Services (TEEX). He added that QP and MOI are partners in this project as well as in their commitment for high standards of safety, security, health and environment protection.

Dr. Al-Sada said that the College will work on developing level of local, regional and global capabilities in public safety and emergency management and it has been situated at Ras Laffan as it is the single largest natural gas liquefaction site in the world. The great part of the College will serve vital national institutions such as Civil Defence, Civil Aviation and others.

“Our aim is to make the College as a unique training and educational experience as it will offer globally recognized certificates as well as opportunity for professional advancement”, he said.

The next steps will be to encourage research to add academic value and later offering graduate certificates in engineering and fire safety. He said that the College is pioneer and unique in its kind and has been designed to provide academic education and training in the field of civil protection, safety and emergency, adding that the college is unique in its props as it has realistic scenarios for training. The college is striving to the best of its kind in MENA region, he said.

At present, the college has 32 courses, and in coming the months number of courses will be increased into 50, Dr. Al-Sada said pointing that the training partner has been selected taking into account their global experience and quality of training and education they offer.

He stated that there are 30 training scenarios in the college and different types of advanced fire samples will be used ensuring its safety and closeness to reality. There are 120 burning equipment to be used in a number of real scenarios for different type of fires as wells grounds for a variety of trainings.

He noted that cost of the project is one billion and seven hundred million (1,700,000, 000) Qatari Riyals (Equals $ 466,905,000/293,761,685 British Pound Sterling/Euro 347.476.600) adding that the cost reached this much high as the main aim was to make the best college in the field and the College has already received training requests from sister countries even before its opening.

“We are proud of our cooperation with different local, regional and international as the College can train persons from different nationalities”, he said.

On his part, the Director General of Civil Defence, Staff Brig. Abdullah Mohammed Al-Suwaidi said that there is close cooperation between Ministry of Interior and between different authorities in the country including QP and now the cooperation is reflected in establishment of RLESC. He praised the high standards of the college to be an outstanding educational and training institution.

On his part, Abdul Azeez Jassim Al-Muftah said that the training in college started in last September. The course had started in 2010 at one of the fire stations in Ras Laffan providing opportunity to gain experience in the field of training and teaching.
