By Laura Blewitt (Bloomberg) — Shivering New Yorkers may have to pay more to get warm as ice in the Hudson River delayed fuel-barge deliveries and the U.S. government warned of a home heating-fuel shortage from the East Coast to Texas.
The Coast Guard has deployed four of its five Hudson River ice-cutting vessels since Dec. 30 to carve out a path for tankers hauling motor and heating fuels to supply terminals around the city. River ice thickened to 6 inches north of Poughkeepsie, New York, over the weekend, according to Steve Strohmeyer, a U.S. Coast Guard spokesman. The agency later warned of ice conditions forming around Chesapeake Bay and its tributaries.
U.S. retail diesel prices averaged $2.87 a gallon on New Year’s Day, the most since June 2015, according to motorist group AAA.

Tientallen vermisten na aanvaring olietanker in China
Na een botsing tussen twee schepen voor de Oost-Chinese kust zijn zeker 32 mensen vermist geraakt. Een van de twee schepen is een olietanker.
Na de botsing brak brand uit op de tanker, meldt de Chinese staatstelevisie.

Voor de kust van China is vannacht een Iraanse olietanker op een vrachtschip gebotst. De tanker is daarop in brand gevlogen en 32 opvarenden worden vermist, meldt persbureau AP.
De vermisten - dertig Iraniërs en twee Bengalen - zaten allemaal op de Iraanse tanker Sanchi die veel olie verliest in zee en momenteel nog steeds in brand staat. China heeft een reddingsoperatie opgestart waarbij ook Zuid-Korea helpt. Het land heeft een schip en een vliegtuig naar de rampplek gestuurd.

Iraanse olietanker botst met vrachtschip, tientallen vermisten
“Search and rescue operation under way as 32 went missing after two vessels collided off the east coast of China; A Panama registered oil tanker is on fire”
De tanker kwam voor de kust van China in botsing met een vrachtschip. Hoe dat kon gebeuren is nog niet bekend.
De tanker, die onder de Panamese vlag voer, was op weg van Iran naar Zuid-Korea. Op zo’n 257 kilometer ten Oosten van Shanghai kwam het schip in botsing met het Chinese vrachtschip. De 21 bemanningsleden van dat schip zijn gered. Hoe het ongeluk heeft kunnen gebeuren, is nog niet bekend.

Ninety feared dead after shipwreck off Libya coast
Around 90 people have drowned after a shipwreck off Western Libya, according to the International Organization for Migration (IOM).
A spokesperson for the UN-affiliated body said 10 bodies had washed ashore near the town of Zuwara and that the death toll included at least eight Pakistani nationals and two Libyans.
A fishing boat rescued one survivor and another two managed to swim to the shore.

Bodies of around 20 migrants recovered from sea
Moroccan rescue services have recovered the bodies of around 20 migrants in the Mediterranean, a spokeswoman for the Spanish enclave of Melilla said Sunday.
The bodies of the migrants, from sub-Saharan Africa, were spotted Saturday by a Spanish ship, which alerted the rescue services of both countries, the spokeswoman said.
She added that ‘about 20’ bodies were then recovered in Moroccan territorial waters. Moroccan authorities have yet to issue a figure.

Ship with 22 Indian crew missing in Gulf of Guinea since Friday
A merchant marine vessel with 22 Indian crew is missing in the Gulf of Guinea off the coast of West Africa, India's minister of external affairs, Sushma Swaraj, tweeted on Sunday.
The vessel, MT Marine Express, managed by Hong Kong-based Anglo-Eastern, has been missing since Friday and was last seen in Benin's waters, Anglo-Eastern said in a tweet.

Er kan van alles gebeurd zijn waardoor het schip geen contact meer kan maken.Het schip wordt niet meer getoond op AIS dus de geheel separate voeding AIS is defect/onklaar, daarnaast plotseling geen contactmogelijkheden etc.
In deze streken ligt piraterij voor de hand. Alle stroomvoorzieningen door eventuele piraten onklaar gemaakt, dan moeten er wel vakmensen tussen zitten. Het snel vergaan van een dergelijk schip met de gehele bemanning zonder noodoproepen ligt niet direct voor de hand.

Olietanker vermist voor kust West-Afrika
Voor de westkust van Afrika is een schip met 22 bemanningsleden vermist. Het schip verdween donderdag van de radar.
6 miljoen euro aan brandstof aan boord
De MT Marine Express had voor zo'n 6 miljoen euro aan brandstof aan boord. De krant Indian Express schrijft dat 'er een grote kans is' dat het is gekaapt door piraten.
The Anglo Eastern shipping company has requested the Directorate General of Shipping in Mumbai to get in touch with the Nigerian and Beninese authorities to conduct search operations for the missing vessel which was carrying gas oil, reported news agency ANI. The agency, citing reports, said that there is a “high possibility” that the ship might have been hijacked by pirates off west Africa.

Insurers Brace for Multi-Million-Dollar Claims from Maersk Honam Fire
By Mike Wackett (The Loadstar) – The insurance industry is bracing itself for hundreds of millions of dollars of claims from the biggest container vessel casualty to date – but some shippers will not have been insured.
A Maersk spokesman told The Loadstar this week that no decision had yet been reached on the port of destination for the fire-damaged 15,262 teu Maersk Honam.
However, according to AIS signals received from one of the salvage tugs in attendance, the still-smouldering vessel is under tow, heading slowly in a NNE direction, which could suggest Mumbai as a port of refuge.
But before port authorities consider accepting the vessel on a lay-by berth, they will need to be convinced by the salvage teams that the container fires have been completely extinguished, which could take several more days.
In the case of the 6,750 teu MSC Flaminia, which caught fire in mid-Atlantic on 14 July 2013, it was almost two months before a North European port agreed to accept the ship alongside.

Why do ships still lack emergency towing gear?
Why is it not a standard practice to at least walk out an anchor with two or three shots of chain before abandoning a ship at sea?
The Modern Express remains adrift for the third day, after attempts to make up tow failed yesterday. The salvage team got a messenger up, but parted it, and the team had to re-abandon the ship before night fall. The team suffered one minor injury.
Tugs have had very simple technology, the Orville Hook, to grab the chain bridles or chain surge gear of a drifting barge for at least 30 years. Typically, the Orville Hook can be rigged and deployed, and recover a drifting barge in the first pass in less than one hour —without the need to put anyone aboard the barge. The hook is designed to grab and hold the chain. It does not slip off. The Orville Hook is strong enough to tow the barge.
The Orville Hook would grab an emergency towing chain dangling from a ship, or the anchor chain, in exactly the same way that it grabs a barge.
Why is it, that after 30 years of very successful use of the Orville Hook, that ships still fail to have and use emergency towing gear, or at least walk out an anchor before abandonment, so that the salvage tug can grab the chain to take the ship in tow?

Survey Results for Containers Lost At Sea – 2014 Update
Obtaining an accurate assessment of how many containers actually are lost at sea has been a challenge. There have been widely circulated, but unsupported and grossly inaccurate statements that the industry might lose up to 10,000 containers a year at sea. A number of submissions to the International Maritime Organization (IMO) have included similar numbers without any substantiation.
Active Safety Improvement Initiatives
While containers lost overboard represent a very small fraction of the roughly 120 million container loads shipped each year, the industry has been actively supporting a number of efforts to enhance container safety that should help reduce the number of containers lost at sea, including:
• Amendments to the Safety of Life at Sea (SOLAS) Convention: The IMO has before it amendments to the SOLAS Convention that will require container weight verification as a condition for vessel loading and will consider these amendments for adoption in November 2014. Misdeclared container weights have contributed to the loss of containers at sea, as well as to other safety and operational problems. • New Code of Practice for Packing of Cargo Transport Units (CTU): The IMO, the International Labour Organization (ILO), and the United Nations Economic Commission for Europe (UNECE), with industry support, have produced a new code of practice for the packing of CTU, including containers, outlining specific procedures and techniques to improve safety, such as how to ensure equal distribution of weight inside the container, proper positioning, blocking and bracing according to the type of cargo, and other safety considerations. The new code has been approved by the IMO and the UNECE and is expected to receive final approval by the ILO in November 2014. • Revised ISO standards for container lashing equipment and corner castings: As part of its efforts to enhance container safety, the IMO has requested the International Organization for Standardization (ISO) review and revise its standards regarding lashing equipment and corner castings. Any loss of a container at sea is a loss that carriers seek to prevent. While the actual number of containers lost at sea is significantly less than many public statements cite, the industry’s goal continues to be to reduce those losses to as close to zero as possible.

Investigation Fails to Pinpoint Cause of Sewol Ferry Sinking
This week, an eight-member panel appointed by the South Korean government to investigate the 2014 capsizing and sinking of the Sewol ferry released its findings from the investigation, failing to pinpoint an exact cause.
Instead, the panel concluded that the sinking could have been due to problems with the ship, such as a sudden turn, excessive cargo load, or stability or buoyancy issues created by substandard refurbishing, or external factors, such as collision with a submarine or other unknown objects, Yonhap News reported.
